Organet e larta të shtetit shqiptar, që dolën më 1920 nga Kongresi i Lushnjës (21-31 Janar 1920) u vendosën më 11 Shkurt 1920 në Tiranë, që u caktua përkohësisht kryeqyteti i Shqipërisë, kurse përfundimisht Tirana u shpall kryeqytet me statutin e Republikës Shqiptare në Janar 1925.
Pas 1920 filloi popullimi me banorë të ardhur nga krahina e qytete të tjera të vendit. Më 11 shkurt 1920, populli i Tiranës priti me entuziazëm Këshillin e Lartë dhe Qeverinë, e cila u vendos pikërisht në atë ndërtesë, ku tiranasit kishin ngritur flamurin në vitin 1912. Autoritetet e larta të shtetit shqiptar që dolën nga Kongresi, në marshimin e tyre (që nisi më 6 shkurt), kaluan në Kavajë dhe në pamundësi për të hyrë në Durrës, i cili ishte i pushtuar nga forcat italiane, u kthyen drejt Shijakut, për të mbërritur në Tiranë.
Arsyet që u vendos të shkohej drejt Tiranës qenë:
– Mosprania e forcave të huaja (pushtuese),
– pozita gjeografike në qendër të vendit,
– patriotizmi shumë herë treguar i popullsisë së trevës, dhe
– ndodhja e disa ndërtesave që mund të përdoreshin si zyra.
Në këtë rrugëtim të rrezikshëm, rol kryesor pati Ministri i Brendshëm, Ahmet Zogu, i cili kishte përkrahësit e tij të armatosur. Sipas kujtimeve të bashkëkohësve, ka qenë moszbrapsja e tij përballë forcave italiane, (që tentuan t’i ndalonin përfaqësuesit e zgjedhur në Lushnje), moment kyç për suksesin e kësaj ndërmarrjeje. Me të mbërritur në Tiranë, Këshilli i Naltë dhe qeveria, më 11 shkurt 1920, mes entuziazmit popullor, e shpallën atë kryeqytet të përkohshëm. Më 1922 Tirana u shkëput si nënprefekturë nga prefektura e Durrësit dhe u bë prefekturë më vete. Më 1923 ajo kishte 12.453 banorë. Më 1924 Tirana u bë arenë e luftës së brendshme politike-Revolucionit të Qershorit dhe rikthimit të Ahmet Zogut, i cili u vu në krye të shtetit, në filim si kryetar i Republikës Presidenciale (1925-1928) pastaj si mbret (1928-1939).
Data 11 shkurt, datë në të cilën Tirana u shpall kryeqytet i përkohshëm, është e një rëndësie parësore në historinë tonë kombëtare; kjo zgjedhje lidhet ngushtë me veprimtarinë e dendur patriotike të tiranasve, para dhe pas pavarësisë.
